At least 20 people have been killed in a plane crash, the Ukrainian military has said.

An Antonov An-26 military transport plane has crashed near the city of Kharkiv, causing devastating mass fatalities.

Police say the aircraft crashed and burst into flames while it was landing at about 8:45pm local time.

There were reportedly 23 people onboard at the time, of whom 20 have been killed.

Two other passengers survived but are badly injured. Authorities are now searching for at least one more survivor.

It's believe the plane was carrying students from the Kharkiv Air Force University, a military training facility.

Local media has reported there were up to 10 cadets and their instructor onboard the aircraft for a training flight gone wrong.

Horror footage shows motorists driving past the crash site where billowing flames can be seen. The wreckage of the plane seems to be mostly intact.

Kharkiv is located in northeast Ukraine.
